REFRACTION: THE BLUE REIGN // DOSSIERS

SYSTEM STATUS: MITSUI-METRA GRID // WARD 27 // UPLINK SECURE

The world is a monochromatic bruise, a landscape of bone-grey concrete and industrial slate, held together by the cold, humming veins of the Aquaduct-L.

In the sky above, the Aegis Dome sits like a cold, glass tooth waiting to bite the sun, housing a "Platinum" elite who sip vintage Cabernet while the city below drowns in its own debt.

Here, water is no longer a right; it is Blue Gold, a metered life-force tracked by clinical biometric IDs and enforced by the mechanical click of a Sluice-Hound’s jaw.

ANALOG ANOMALY DETECTED // ORIGIN: UNKNOWN

But in the Analog Blind-Spots, where the sensors choke on ancient lead and rusted iron, a new myth is beginning to bloom.

The children in the slums whisper of the Rainbow Thief, a figure who walks through walls of light.

They are a walking, breathing glitch in the machine. They wears a cloak of captured rainbows that shatters the city’s grey-scale into a violent, iridescent spectrum.

INCOMING DATA // DECRYPTING...

They think they own the rain. They think the meters are absolute. But the city has a leak... and I am the Surge.

THE LEAK

When dry, iron pipes suddenly pulse violet and corporate sensors begin to choke on unmetered moisture, whispers of a spectral "Prism Walker" sweep the lower wards. Is it merely a desperate street legend, or has an invisible anomaly begun to corrode Mitsui-Metra’s absolute grip from the ground up?

In the bone-grey concrete depths of Ward 09, a residential block’s water meter ticks relentlessly down toward absolute zero. At dawn, corporate reclamation vans arrive to collect the fluid debt in human biomass. Deep inside the humid industrial vents, a ghost in an iridescent cloak moves against the clock to plant a living, bio-engineered defiance before the city claims another family.

Over cheap synthetic liquor in a sub-level slum bar, desperate patrons debate whether the "Prism Walker" is a savior, a corporate myth, or a phantom. But when Mitsui-Metra cuts the ward’s water pressure to force tax compliance, the dry iron pipes don't just groan—they pulse with luminescent violet condensate, leaving the room to confront the terrifying realization that the legend has just walked overhead.

Marooned in the brutal, salt-crusted alkali flats beyond the city wall, an old scavenger draws his final breaths beneath a caustic sky. As his mind drifts between memories of real rain before the 2052 corporate foreclosure and a chance encounter with a spectral figure in the dark, he discovers that the ultimate form of rebellion is dying on your own terms—unmetered and unsubscribed.

What happens to freedom when the grid becomes god? The Iron Watch is the immune system of a corporate Leviathan, a machine of wire, steel, and algorithmic violence designed to enforce the silence between the Aegis Dome and the abyss. They are the ultimate arbiters of who is allowed to be "Subscribed." From the corporate boardrooms of Mitsu-Metra to the bone-grey concrete of the slums, this is the chilling anatomy of segregation. The infrastructure does not bend. The perimeter does not negotiate. The Iron Watch is always watching.

A mid-level technician is tasked with turning a massive corporate valve that will instantly cut water access to thousands of slum residents. But when he inspects the heavy iron housing, he discovers a strange, glowing vegetation eating through the steel gears. Pressed between an oppressive corporate deadline and a moral breaking point, he makes a split-second mechanical decision that will jam the machine forever.

Wandering deep inside the ancient, 19th-century brick foundations beneath Neo-Chicago, a street scavenger follows the forbidden scent of moisture. What he stumbles into is an analog sanctuary where corporate sensors choke and die—a subterranean cavern where unnatural, bio-luminescent moss is physically forcing raw water through iron pores, turning the city’s concrete roots into a sprawling, illegal oasis.

THE PRESSURE

As human default manifests crack corporate loyalty and lethal underworld hunters are unleashed into the analog conduits, the walls begin to close in on the city's greatest secret. How long can a lone operator slip between corporate identity and street rebellion before the machine catches its ghost?

Deep inside the sterile, humming core of Sub-Level 04, a security officer guards the massive centrifugal extractors that process defaulted citizens into industrial fluids. He believes in system efficiency—until an incoming processing manifest lists names from his own former neighborhood. As the machinery roars to life, a shadow moves in the access vents, offering him a choice between silent complicity and catastrophic sabotage.

In the dried-up riverbeds of the middle wards, water is traded like black-market bullion in ounces, drops, and gray-market options. Amidst the tension between local traders fighting for survival and corporate informants selling out their neighbors for extra rations, a sudden, inexplicable surge in pipe pressure throws the black market into chaos, proving that someone on the outside is playing by entirely different rules.

When corporate drones fail to stop the phantom sabotaging the pipelines, Mitsui-Metra turns to the shadows. A lethal street predator from the corporate-underworld syndicate is dispatched with a singular directive: anatomically map and terminate Subject: CHROMATIC-B. Bound to the corporation by blood debt and haunted by his own lost family, the hunter weaves a trap inside an ancient lead-line, setting up an inevitable, dark clash of cold precision against raw defiance.

Inside the glittering, glass-enclosed paradise of the Aegis Dome, image is everything. A desperate junior executive drains his entire bank account on illegal dermal infusions to hide the dry, grey pallor of his slum genetics. But during an elite executive gala, the pristine, crystal-clear fountain system stutters, spewing violet bio-matter through the luxury filters and revealing how paper-thin the wall between luxury and foreclosure truly is.

Trapped inside the narrow, labyrinthine brick conduits of the old city, Vesper is relentlessly pursued by armored corporate strike teams and lethal tracking drones. Alone and running out of time, she relies on her mechanical staff and environmental intelligence to rip open high-pressure supply trunks, weaponizing thousands of gallons of corporate water to wash away her pursuers and clear a path toward the center.

THE PRESSURE

All roads lead to the master valves at Wolf Point, where a final, terrifying architect waits in the high-pressure dark. When the iron shudders and the city’s digital meters black out forever, what will remain in the wake of the deluge—and what becomes of the phantom who triggered the flood?

Crossing the heavily guarded border into the Platinum Core, Vesper uses her corporate identity mask to slip directly into the pristine nerve center of Mitsui-Metra’s control grid. Outmaneuvering the cybernetic Yakuza assassin assigned to kill her, she clears a solitary path toward the master water junction at Wolf Point, believing the corporate hierarchy has run out of weapons.

All roads end at Wolf Point. Standing alone at the convergence of the city’s master supply lines, Vesper prepares for a final act of structural defiance—only to discover that the true mind behind Mitsui-Metra’s reign has been waiting for her. In a high-pressure chamber where the weight of the entire city hangs in the balance, a terrifying, brutal reckoning unfolds. When the dust settles and the iron shudders, the future of Neo-Chicago will be rewritten in blood and water—if anyone survives the surge.

As corporate frequencies go silent and digital meters black out across every ward, an unfamiliar sound rises through the concrete canyons of Neo-Chicago: the roaring, unmetered rush of raw water. Through the eyes of the scavengers, technicians, and enforcers left behind, the city confronts a raw and uncertain dawn. But as the tide washes over the old world, one question hangs over the quieted ruins: what became of the lone operator who triggered the flood?
